2021 One Design and Junior General Notice of Race
1.1 The organizing authority is Fishing Bay Yacht Club (FBYC).
1.2 Races are governed by the rules as defined in The Racing Rules of Sailing except as changed by the One Design General Sailing Instructions when the GSI take precedent over the GNOR.
2. ELIGIBILITY AND ENTRY
2.1 Competitors are encouraged to be members of a recognized yacht club or sailing association.
2.2 Completed entry forms shall be in the hands of the Race Committee by the end of the Skippers’ Meeting or, on a day when there is no Skippers’ Meeting, before the Committee Boat leaves the dock. A completed Entry Form or registration on the FBYC website (www.fbyc.net) is required for each event.
2.3 When an event is a part of a series, online registration is requested for each event of the series.
2.4 A competitor who will not have reached his/her 19th birthday by December 31 of the current year may race as a Junior by executing a Junior entry form.
2.5 Sail Numbers: For any sanctioned event, a boat shall display either US SAILING sail numbers, or the numbers listed by the CBYRA, or the sail numbers listed in the roster of sail numbers as maintained by her class. It is the responsibility of the entrant to clearly identify the boat and its class. It is acceptable for a boat to race under sails which differ from that boat’s proper sail number, so long as the skipper informs the Race Committee of the change prior to the first start of the day, and receives its acknowledgment.
2.6 One-Design regattas will be open to all One Design Division Racing yachts 22 feet overall length or under. Other small keel and centerboard boats with a waterline length of 25 feet or less will be invited to participate in select events.
2.7 Separate starts and Series scoring will be offered to One Design fleets with 3 or more like boats. Classes with fewer than 3 boats sailing in any race day will be started and scored together as a Portsmouth class. When there are fewer than three Portsmouth boats participate, they may start with a pre-designated One Design fleet and scored against that fleet using the Portsmouth scoring system. One Design scoring and results will be unto themselves and unaffected by the Portsmouth participant(s). Scores for boats in Portsmouth class will not be counted towards Series scoring.
2.8 If fewer than 3 boats participate in any event, there will be no regatta or scores for that day.
2.9 One Design classes may elect to use ability grouped fleets such as "A Fleet" and "B Fleet" as set forth in the individual event notice. In such cases the fleets will start together and scoring will run according to the finish position and number of boats starting in that individual ability grouped fleet. Boats in the B fleet will fly a ribbon no less than one inch wide by twelve inches long in the leech of the sail approximately one foot above the clew of the main sail.
3. SCHEDULE OF RACES
3.1 The current year schedule of sailing events is printed in the FBYC Yearbook and is available online at www.fbyc.net/events
3.2 The time of the first Warning Signal for the first race of each day shall be as designated in the individual Event Notice for that event.
4. SAILING INSTRUCTIONS
General Sailing Instructions are contained in this FBYC Yearbook and online at www.fbyc.net/events/.
5. RACING AREA
The racing area(s) will be in the Fishing Bay area and the mouth of the Piankatank River in the vicinity of the areas designated “A”, “B”, “C” and “D” on the chartlet as shown in FBYC Sailing Events Book Appendix C, FBYC ONE DESIGN SAILING CHARTLET, and online at www.fbyc.net.
The scoring system will be as defined in the One Design General Sailing Instructions (available in the Yearbook, or online www.fbyc.net), except as modified by the individual Event Notice for that event.
7.1 Prizes will be given as follows and determined by the total number of boats starting within the applicable sailing class:

7.2 Prizes will be given for an individual event and each day of a series as well as for the overall series.
8. DISCLAIMER OF LIABILITY
Competitors participate in a regatta entirely at their own risk. See Rule 4, Decision to Race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.
9. CONDUCT OF PARTICIPANTS
9.1 The Skipper/Owner of each boat shall be responsible for all actions of his/her crew and guests.
9.2 In the event of a serious breach of conduct or sportsmanship, the destruction of property, or the failure to comply with a request of the Club Manager, a Club Officer, or a member of the FBYC Race Committee, the offending sailor may be evicted from the FBYC premises. The Skipper/Owner will be responsible for all damages, and the Race Committee may rescind the boat’s entry at any time during the regatta.
9.3 THE CONSUMPTION OF ALCOHOLIC BEVERAGES BY UNDERAGE CREW MEMBERS OR GUESTS WILL LEAD TO THE IMMEDIATE DISQUALIFICATION OF A BOAT FROM THE EVENT.
10. ABANDONMENT; RE-SAILING ABANDONED OR POSTPONED RACES
10.1 The Principal Race Officer has the right to direct abandonment of a race. The most senior Flag Officer available may also direct the Principal Race Officer to abandon a race, to the same extent the Race Committee is empowered to do so under Rule 32.1(b) or (e) and in accordance with the provisions of Rule 27.3 and 32.1. This changes Rule 27.3 and 32.1.
10.2 If a postponed or abandoned race is not restarted on the day it was scheduled and it is to be started on another date, the date the race will be started or re-sailed will be posted on the Official Notice Board at least forty eight (48) hours before it is to be started or re-sailed, and an attempt will be made to notify skippers by announcement on the website or in the Log.
11. NOTICE TO VISITING BOATS
FBYC extends club privileges to visiting boats and crews participating in the events listed in the Special Sailing Instructions. Boats desiring to layover shall contact the General Manager at (804) 334-7575 upon arrival.
